First e-Budget With No Fresh Tax Presented in Assam

This was the first time that the state budget was announced in a digital format.

This budget aims to propel the state into the realm of an e-budget, instead of the conventional paper-based one, so that anybody can access it with just a click of a mouse or touch of their cell phone screen, he said.

The finance minister Himanta Biswa Sarma also presented E-Budget during the budget session where each members of the house were provided with tablet.

The BJP-led Assam government has taken a new scheme named Axom Adarxo Gram Yojana, taking inspiration from the Sansad Adarsh Gram Yojana, conceived by Prime Minister Narendra Modi. Reportedly, the finance department had called for suggestions from the public regarding the Budget provisions of which the best were sorted out for incorporation in this year's Budget.

Assam Finance Minister Himanta Biswa Sarma on Monday tabled a Rs 2,149.04 crore-deficit budget that focussed, among others, on setting up new educational institutions and improvement of roads and infrastructure, officials said. Of this, Rs 74,118.50 crore is on revenue account and the remaining Rs 16,554.92 crore is under capital account. The Budget will be provided with a tablet (computer) with details of the Budget to each legislator.

It is also proposed to increase the tender fee from Rs 8.25 to Rs 100 for tenders up to Rs 20 lakh and Rs 500 for tenders beyond Rs 20 lakh.

Sarma said he is providing a sum of Rs 200 crore in 2018-19 budget for construction of roads and drainages in towns and cities.

Paying homage to the 140 martyrs of Patharughat peasants' uprising on the rebellion's 125th anniversary this year, the Assam government today proposed a slew of incentives and schemes to help the farming community in the state.

"In last two budgets, they had made lot of promises but what about the implementation", he said.

Assam Finance Minister Himanta Biswa Sarma highlighted the three stands in the 2018-19 budget - Ekatrikaran, Xomproxaron and Uttoron. "We have emphasised to develop the rural areas in the state", Himanta said.
