Highlighting skepticism over a long-term ceasefire, Hamas's political leadership met on Monday with top officials in its military to discuss its preparedness for battle with Israel, according to a report in Israeli news site Ynet. It also attacked "a terrorist squad that was launching arson balloons from the northern Gaza Strip into Israel", the army said in an English-language statement. The Trump administration's stated position is that Gaza should be under the control of Hamas's Western-backed Palestinian rivals.

As part of negotiations, several exiled Hamas leaders are in Gaza for consultations.

Israel made a decision to erect a sea barrier in 2014, when several Hamas gunmen tried to enter Israel by sea but were shot dead by soldiers.

Meanwhile, at least 160 Palestinians have been martyred by Israeli fire since along the Gaza border since the Marches of Return started late March. Hamas has acknowledged that dozens of those killed were its members.

Fire officials in Israel said incendiary balloons and kites set off almost 50 fires in Israel this weekend alone.
