US President Donald Trump signs the "John S McCain National Defense Authorization Act for Fiscal Year 2019" at Fort Drum, New York, on August 13, 2018.

The US President Donald trump has signed a law that requires the defense expenditure in the amount of 716 billion dollars.

Trump said in his speech Monday at Fort Drum in NY that the fiscal 2019 NDAA authorizes more than 3,000 joint light tactical vehicles, 60 Bradley combat vehicles and 135 M1 Abrams tanks for the Army.

Fort Drum Army base is home to almost 20,000 active military members.

Trump said those provisions undermine the president's role "as the sole representative of the nation in foreign affairs".

McCain said in a statement he was "humbled" the bill was named after him, adding that it will address "a growing array of threats".

At a June rally, Trump criticized McCain for voting against a Republican bill to repeal the Affordable Care Act, saying that "one senator made a decision to put the thumb down, late in the morning".

The defense legislation, which Trump signed into law Monday, sets new restrictions to keep the administration from decreasing troops in South Korea to less than 22,000. The president has repeatedly disparaged McCain, usually without using his name, even in the months since the senator has largely retreated from the Washington scene to his Arizona home for cancer treatment. "We must have American dominance in space", he said, as he warned of the threat from China and elsewhere, specifically mentioning a "new" Chinese military division that oversees space operations.

"I have to tell you about Elise", Trump said.

Leaders of USA intelligence agencies have said they are concerned that ZTE, Huawei and some other Chinese companies are beholden to the Chinese government or Communist Party, raising the risk of espionage. McCain - authorizes a 2.6 percent military pay raise and increases the active duty forces by 15,600 service members.

"For those asking did I expect Trump to be an asshole today", former McCain speechwriter Mark Salter said on Twitter.

The bill prohibits the sale of F-35 to Turkey until the Pentagon publishes a report on Turkey-US relations in 90 days.

Fort Drum is the largest single-site employer in NY state, and its 10th Mountain Division has been the most deployed unit in the Army since 2001.
