Relations across Korea are improving despite lack of details on denuclearisation

"It's hard to say an agreement has been reached, and we are expecting further dialogue", Mr Moon's press secretary Yoon Young-chan told a news briefing on Wednesday.

The move was part of an initial effort to improve relations between the two Koreas ahead of a summit between the U.S. and North Korea, which took place in June. Seoul and Pyongyang are also to develop a western Special Economic Zone and an eastern Special Tourism Zone.

In Singapore, Kim declared his backing for the denuclearisation of the peninsula, but no details were agreed and Washington and Pyongyang have since sparred over what that means and how it will be achieved.

The Trump administration has sought concessions like a detailed inventory of North Korea's weapons and inspections, as any peace declaration will bolster arguments for easing sanctions and scaling back the USA military presence in South Korea.

PYONGYANG, Korea, Democratic People's Republic Of - The leaders of North and South Korea announced a wide range of agreements Wednesday which they said were a major step toward peace on the Korean Peninsula.

A jointly-run industrial park at the North Korean border city of Kaesong and tours by South Koreans to the North's Mt. Kumgang resort were suspended when tensions between the two divided countries escalated. It would be the first-ever visit to the South Korean capital by a North Korean head of state.

Following the release of the agreement, the South's Ministry of National Defense (MND) said the two sides will remove 11 guard posts located within one kilometer of eachother by the end of this year. "We want to move towards a new era based on the existing agreement, not a new declaration", Mr Yoon told a news briefing on Tuesday.

The pledges Kim and Moon made at their third summit this year could inject fresh momentum into the stalled nuclear negotiations between Washington and Pyongyang and lay the groundwork for another meeting Kim recently proposed to U.S. President Donald Trump.

While a formal peace regime officially ending the Korean War would need buy in from the USA and China - the other participants in the conflict - experts agree that there is nothing to stop the two Koreas declaring an end to the war themselves, or signing a bilateral peace treaty. Moon also appeared to be making good on his proposals to help build up the North's infrastructure and open cross-border rail links.

Pyongyang says it has destroyed its main nuclear and missile engine test site, and has halted atomic and ballistic missile tests, but U.S. officials and analysts believe it is continuing to work on its weapons plans clandestinely.

The joint North-South Korean bid marks the latest example of sporting diplomacy between the two countries and comes after athletes from the nations participated on joint teams in three sports - dragon boat racing, lightweight rowing and women's basketball - at the Asian Games.

On the right was Kim Yong Chol, the vice chairman of the Central Committee of the Worker's Party of North Korea, who has kept his spot during every important summit talk Kim Jong Un has held.

Following the statement, the USA will have much to mull as Pompeo prepares to host a UN Security Council meeting on North Korean denuclearization on the sidelines of the UN General Assembly in NY on September 27.
